Short Title
Enacting the nurse licensure compact.

Chairperson Hawkins called for action on HB2496 and advised the Committee that since the bill had been tabled with no specific date attached for removal, the first order of business would be to remove it from the table.
Representative Dove made a motion to remove HB2496 from the table, Representative Barker provided the second and the motion passed on a voice vote.
Norm Furse, Revisor Emeritus, Office of Revisor of Statutes, gave a briefing of the bill, which is referred to as the multi-state nursing licensure compact where a nurse can be licensed in Kansas and another state per the compact. On the second page of the proposed balloon amendment specifies when the compact will become effective which is November 6, 2019. Section 4 itemizes the change in the fee structure and the new multi-state compact fees and Section 6 relates to the reporting requirements (Attachment 4).
Discussion followed and was mostly for clarification purposes since it was a fairly large balloon amendment. Representative Barker asked the Chairperson why the date of November 6, 2019 was set. The Chairperson said it was through conversations with other states who have done installations and now have a compacts and who recommended this date because it was the least busy time of the year. Most of the discussion centered around the odd effective date and most of the committee members felt the date should be moved to an earlier date.
Representative Barker made a motion to pass out HB2496 favorably, the motion was seconded by Representative Eplee.
Representative Barker moved to accept the balloon amendment, correct the technical error and strike the effective date of November 6, 2019 and insert the date of July 1, 2019. Representative Blex seconded the motion. Since there was no discussion, Representative Barker closed his motion to amend which was adopted on a voice vote.
Representative Barker made a motion to pass out HB2496 favorably as amended. Representative Eplee seconded the motion and the bill was passed out of committee as amended on a voice vote.
