Chairperson Bowers opened final action on HB2223. Mike Heim, staff revisor, reviewed the bill. Questions from the Committee were addressed by staff and Mark Skoglund, Executive Director, Kansas Governmental Ethics Commission. Mr. Heim distributed and explained a balloon amendment requested by Representative Blake Carpenter. (Attachment 1)
Questions from the Committee were addressed by Mr. Skoglund.
Senator Skubal moved, Senator Doll seconded, to adopt the proposed amendment. Motion carried. Senator Haley voted no, and requested his vote be recorded.
Senator Fitzgerald moved, Senator Doll seconded, to recommend HB2223 as amended, favorably for passage. Motion carried.
