Chairperson Hawkins asked the committee concerning their feelings for final action on HB2573.
Norm Furse, Revisor Emeritus, Office of Revisor of Statutes, stated the bill is authorizing a maternal death study by the Secretary of Health and Environment with maternal death defined on page 1 of the bill. He explained the secretary will not be liable, civilly or criminally, for requests for medical records. He further explained the proposed balloon amendment and said lines 23 through 28 is identical language to the child board review statutes. He said Page 3, Line 11 states documents would be confidential and not subject to release (Attachment 1).
Representative Concannon asked Mr. Furse several questions from the bill explaination concerning maternal death. He said the length of time and purpose of data collection is addressed in the bill.
Representative Murnan moved to pass out HB2573 favorably, Representative Bergquist seconded the motion.
Representative Murnan moved the balloon amendment and Representative Concannon seconded the motion that amends Lines 23-28. Representative Murnan closed the amendment and it was adopted on a voice vote.
Representative Murnan made a substitute motion to pass out favorably HB2573 as amended. Representative Crum seconded the motion and HB2573 was passed out of committee as amended.
