David Wiese, staff revisor, reviewed the bill and addressed questions from Committee members.
Chairperson Kelly called for final action on HB2594.
Representative Jennings moved, Representative Dove seconded, to recommend HB2594 favorably for passage.
Discussion was called for by Chairperson Kelly.
A proposed balloon amendment to HB2594 was distributed by David Wiese and reviewed by Representative Jennings. (Attachment 5) The amendment would further define employee eligibility for affiliation and membership in the KP&F retirement system. Representative Jennings addressed questions from Committee members.
Representative Jennings moved, Representative Finney seconded, to adopt the proposed balloon amendment to HB2594. Motion carried.
A second proposed balloon amendment to HB2594 was distributed by David Wiese and reviewed by Representative Trimmer. (Attachment 6) The amendment would address issues eligibility for vested retirement benefits.
Representative Trimmer moved, Representative Jennings seconded (provided the motion include approval for Revisors to make necessary technical amendments to align the amendment with first balloon amendment to HB2594), to adopt the proposed balloon amendment to HB2594. Representative Trimmer voiced no objections to Representative Jennings' insertion to his original motion and motion carried.
Representative Schwab moved, Representative Eplee seconded, to recommend HB2594, as amended, favorably for passage. Motion carried.
