Mr. Wells provided an overview on HB2626 stating the bill is a tax lid exemption when taxing entity is abolished and the duties are assumed by a city or county. Mr. Wells stood for questions from the Committee.
Heather Morgan, Economic Development, City of Pratt testified as a proponent for HB2626 No testimony was submitted. Ms. Morgan stood for questions from the Committee.
Roy Eckert, City Manager, City of Pratt testified as a proponent for HB2626 noting the bill would allow the transfer of existing taxing authority and would be an efficient use of taxpayer dollars (Attachment 21). Mr. Eckert stood for questions from the Committee..
Trey Cocking, Deputy Director, League of Kansas Municipalities testified as a proponent for HB2626 stating the bill would provide for an exemption in the tax lid so that one entity can be dissolved and have all its power, responsibilities, duties and liabilities transferred to a city or county (Attachment 22). Mr. Cocking stood for questions from the Committee.
Nathan Eberline, Kansas Association of Counties testified as a proponent for HB2626 stating the bill is a tool to facilitate improvements. There needs to be discussion between the counties, cities other tax entities for ways to work together to accomplish what the community expects (Attachment 23). Mr. Eberline stood for questions from the Committee.
Representative Greg Lewis testified as a proponent for HB2626 noting the airport authority has a taxing authority and this bill would allow this authority to be transferred to the City of Pratt (Attachment 24). Representative Lewis stood for questions from the Committee.
Eric Stafford, Kansas Chamber testified as an opponent for HB2626 which amends the statutes governing the public vote requirement when property taxes increase beyond the rate of inflation (Attachment 25). Mr. Stafford stood for questions from the Committee.
Patrick Vogelsberg, Kansas Association of Realtors provided written testimony in opposition to HB2626 (Attachment 26).
