Chairperson Bowers opened the hearing on SB394. Chuck Reimer, staff revisor, presented a briefing on the bill. After questions by the Committee were addressed, the hearing continued.
Senator Wagle testified in support of SB394. Senator Wagle explained how the bill evolved and the intent of the bill. Senator Wagle indicated this bill would bring more transparency to state government than most things that have been done in the last ten years. (Attachment 1)
Senator Hensley testified in support of SB394. Senator Hensley stated this bill will follow in line with 35 other states who require reporting if individuals are going to lobby the executive branch or the judicial branch. Senator Hensley indicated this is a very important reform and calls for greater transparency. (Attachment 2)
After questions by the Committee were addressed, the hearing continued.
Mark Skoglund testified as a neutral conferee on SB394. Mr. Skoglund began by addressing questions brought up during the previous conferees' testimony. Mr. Skoglund explained this legislation expands the definition of lobbying. Mr. Skoglund discussed lobbyist registration, reporting requirements, and gift limits. (Attachment 3)
