Chairperson Williams opened the hearing on HB2628.
Mike Heim presented an overview of the bill. He noted an error in it and recommended a technical amendment to correct the problem.
Proponents
Heather Morgan, City of Pratt, and Roy Eckert, City Manager, City of Pratt, spoke as proponents of the bill, stating the Pratt Airport Authority cannot be dissolved and absorbed by the City until all of its debts are paid.The City wants the law amended to allow the City to acquire any existing debt held by the Airport Authority if the need to dissolve it should arise. They also noted that there is currently no plan to absorb the airport authority. (Attachment 2)
Discussion brought up the companion bill in the House Taxation Committee that addresses the 4-mil tax levy allowed to the Pratt Airport Authority. This would allow the City to assume that taxing ability if it absorbed the airport authority.
