Chairperson Williams opened the hearing on HB2597.
Mike Heim presented an overview of the bill.
Discussion confirmed that designating a county an urban area does not add to its powers nor allow it to preempt the powers of any city nor create conditions for consolidating departments, such as law enforcement.
Proponents
Jason Watkins, Sedgwick County Board of Commissioners spoke as a proponent of the bill stating that designating Sedgwick County an Urban Area would allow the Kansas Legislature to pass laws specific to the county without impacting or harming the operations of the state's other 104 counties. He pointed out that Johnson, Wyandotte, Shawnee and Greeley counties have received this designation. (Attachment 1)
