Minutes for SB301 - Committee on Agriculture and Natural Resources
Short Title
Requiring hunting guides and outfitters to register with the department of wildlife, parks and tourism.
Minutes Content for Wed, Feb 14, 2018
Chairperson Kerschen called for final action on SB301.
Tamera Lawrence of Revisor of Statutes explained the bill.
Secretary of Wildlife, Parks, and Tourism Robin Jennison answered questions from the committee about the bill.
Senator McGinn proposed a balloon amendment which she explained. Senator McGinn moved and Senator Billinger seconded the adoption of the proposed balloon amendment. Motion carried. (Attachment 5)
Senator McGinn asked for clarification on the difference in penalty of a class B and a class C misdemeanor since the bill called for a $1,000 fine for outfitters and guides who were not registered. It was determined that a $1,000 fine was a class B misdemeanor and could also carry a sentence of up to 6 months in jail.
Senator McGinn then moved and Senator Francisco seconded that the bill be amended to a fine of $500 instead of $1,000. Motion carried.
Senator Francisco moved and Senator Berg seconded to delete the word desires in line 21 so the line reads any person who who provides guide services or outfitter services in this state shall annually register with the department. Motion carried.
There was no further discussion on the bill and Chairperson Kerschen asked for someone to move the bill. No one responded. Committee members agreed they needed to think about the bill and do final action on it at the next meeting.
Since there was no other business scheduled for the committee on this day, Chairperson Kerschen adjourned the meeting.
