Scott Abbott, Staff Revisor, gave an overview of the bill and took questions from committee members.
Dr. Jody Reel gave proponent testimony of SB387 stating that in expanding the current scope of the Collaborative Drug Therapy Management Advisory Committee (CDTMA) to include the creation of recommended state wide protocols, it would allow more input by healthcare professionals. By having statewide protocols in place, pharmacists can help ease the burden by managing lower-risk patients or helping with preventative care. (Attachment 1)
Dr. Amanda Applegate gave testimony in support of SB387. She stated that by expanding the authority of the existing CDTMA to allow pharmacists to better meet the healthcare needs of their patients, Kansas pharmacists can help bridge a gap with quality care performed in a cost-effective manner for both patients and health plans. (Attachment 2)
Alexandra Blasi testified in support of SB387 stating that the bill would allow pharmacists to administer a drug to a patient pursuant to the statewide protocol developed by the CDTMA and that the Kansas Board of Pharmacy is ready and willing to take on any necessary oversight and administration of this program. (Attachment 3)
Peter Stern, Kansas Independent Pharmacy Service Corporation, submitted written only testimony in support of SB387. (Attachment 4)

Senator Kelly introduced four pages from Silver Lake - Carter Robert, Mason Brokaw, Journey and Jersey Manhart. Also introduced were Jaime Manhart, who was a Regional Teacher of the Year finalist, her husband, Jason Manhart and Larry Winter, former principal of Silver Lake High School.
Representative Eplee testified in opposition of SB387 stating that, as an allopathic MD, he wants to maintain the focused one to one relationship between physician and pharmacists as it exists currently and stressed the difference in hours of clinical application and education that is required for allopathic MDs versus those for pharmacists. (Attachment 5)
Rachelle Colombo gave opponent testimony of SB387 stating that a policy shift of this magnitude ought to be discussed among clinicians and thoroughly explored before a statutory change impacting patients is implemented. (Attachment 6)
