Minutes for SB287 - Committee on Agriculture and Natural Resources
Short Title
Relating to Kansas department of agriculture license renewal dates and late fees.
Minutes Content for Wed, Feb 14, 2018
Chairperson Kerschen opened the hearing on SB287.
Tamera Lawrence of the Revisor of Statutes Office explained the bill.
Chad Bontrager testified in support of the bill. The bill would raise the cap on late fees paid to the Department of Agriculture at 40% of the actual fee. He believes that this will serve as a motivator for compliance with on-time renewal of the various programs across the agency. (Attachment 1)
Randy Stookey provided neutral testimony on the bill. He believes that some form of late assessment fee is appropriate, but the 40% late fee seems excessive given the overall base cost of the license fee. He referred to an attached amendment that would lower the purposed late fee to 25%.(Attachment 2)
Neutral written testimony was provided by:
Mandy Roe- Kansas Cooperative Council(Attachment 3)
Steve Hitchcock-Kansas Agricultural Aviation Association(Attachment 4
