Renewal of drivers' licenses; vision requirements.

Chairman Proehl recognized Ted Smith as the proponent on this bill. (Attachment 3) According to Mr. Smith this bill would expand the way many Kansas residents can renew their State driver's licenses. He said prior to 2016 applicants were required to appear in person at Kansas exam stations to obtain a driver license renewal. The applicant was required to submit to a vision exam or provide documentation by a medical professional. In 2016 the license renewal laws were expanded to permit electronic, online renewal of non-commercial driver's licenses in limited circumstances.
There were no other proponents or opponents.
The Chairman recognized Todd Fleischer who provided neutral testimony on HB2606. (Attachment 4) He said with respect to the vision requirements necessary to obtain a driver's license in Kansas, current law requires individuals to have at least 20/40 vision in one eye to pass the screening done during license renewal at the DMV. Mr. Fleischer said the Optometric Association would be happy to work with the Department of Revenue to achieve modernization and they looked forward to the opportunity to develop appropriate fail safes to make sure that convenience is balanced with public safety protections.
There were no other neutral testimonies so the Chairman closed the hearing on HB2606 and opened the hearing on HB2678.
