Chairperson McGinn opened the hearing on SB 247. David Wiese provided an overview of the bill. (Attachment 3)
Representative Steve Huebert provided testimony neutral to the bill. He attempted to get a bill through the House of Representatives last year but was unsuccessful. There is an impact to taxpayers as some are paying a double tax. He supports the bill if Section (c) is removed. Representative Huebert responded to questions from Committee members. (Attachment 4)
Chairperson McGinn spoke in support of the bill. The House bill came to the Senate last year but the stakeholders impacted by this bill were not aware that it had been introduced thus it was not moved forward in the Senate. Chairperson McGinn worked with the entities involved in this bill to work on a phase-out plan and this bill will enact that plan by 2022. Chairperson McGinn responded to questions from Committee members. (Attachment 5)
Chairperson McGinn distributed a proposed balloon amendment, which will be addressed when the Committee holds final action on the bill. (Attachment 6)
