Scott Wells, Senior Assistant Revisor provided an overview for HB2607 noting it would provide for sales and compensating use tax exemptions to Stafford County Economic Development, Inc. Mr. Wells stood for questions from the Committee.
Dakota Tucker, Mayor of St. John testified as a proponent for HB2607 requesting a sales tax exemption on the building and equipment for Stafford County Economic Development to build a grocery store in St. John. Stafford County Economic Development would own and lease the space for a grocery store (Attachment 15). Mr. Tucker stood for questions from the Committee.
Josh Meyer, USD 350 Superintendent and Stafford County Economic Development board member testified as a proponent for HB2607 explaining the need for a tax exemption for a grocery store in St. John (Attachment 16). Mr. Meyer stood for questions from the Committee.
Chad Fisher, President/CEO of SJN Bank of Kansas testified as a proponent for HB2607 (Attachment 17). Mr. Fisher stood for questions from the Committee.
Carolyn Dunn, Stafford County Economic Development testified as a proponent for HB2607 noting for the past two years the community has been working together to find a solution of replacing their grocery store which closed in 2016 (Attachment 18). Ms. Dunn stood for questions from the Committee.
Representative Greg Lewis, 113th District testified as a proponent for HB2607 noting once the store is constructed, it is estimated to generate approximately $220,000 in sales tax for the State (Attachment 19). Representative Lewis stood for questions from the Committee.
Dave Trabert, President Kansas Policy Institute submitted written testimony as an opponent for HB2607 (Attachment 20).
