Enacting the nurse licensure compact.

The Chairperson opened the continuation hearing on HB2496, in order to hear a report from the Kansas State Nursing Board concerning proposed amendments to the bill.
Carol Moreland, Director, Kansas Board of Nursing, appeared before the committee to provide feedback requested from the committee, after a special Board meeting was held on February 1, 2018 to review HB2496 and recommend amendments to the bill. She stated that the mission of the Board of Nursing is to assure the citizens of Kansas safe and competent practice by nurses and mental health technicians through licensure and regulations of Registered Nurses, Licensed Practical Nurses, for roles of Advance Practice Registered Nurses, and Licensed Mental Health Technicians. Ms. Moreland said nurses seeking licensure in any state that is part of the Compact must meet eleven uniform licensure requirements, and HB2496 if passed, would allow Kansas to join the Nursing Compact (Attachment 1).
A period of time was allotted for discussion and questions, and the pertinent topics concerned revenue loss with the compact, continuing nursing education, violation reporting, implementation costs and timeline.
After the discussion period, Chairperson Hawkins closed the hearing on HB2496.
