The Chair opened the hearing on HB 2639. Mr. Hamilton reviewed the updated language included to reflect last year's enactment of KSA 21-6422 and 21-6424, which lists specific sexually-related crimes that would prohibit such person to work, reside or volunteer in a child care facility.
Loreena Steelman, speaking in support of HB 2639, reported that the current statute does not include a provision for collecting and depositing state and federal fees. She explained that fees for background checks would be collected when an applicant or licensee submits a request to the Child Care Licensing Program. The Kansas Department of Health and Environment has authority to collect a fee for fingerprinting. When deposited in a fingerprinting fund, those fees proceed to the Kansas Bureau of Investigation for processing. Both fingerprinting and federal criminal history background checks are conducted. Ms. Steelman stated firmly the necessity of supporting HB 2639 (Attachment 5).
