The Chairman recognized Representative John Resman as the first proponent. (Attachment 1) Representative Resman said he appeared not only as a Representative but also as a retired Deputy Sheriff who had worked with Master Deputy Collins. He relayed the circumstances surrounding the death of Master Deputy Collins. He said Master Deputy Collins never turned down a request to assist anyone or another division in the Sheriff's Office and that he often took the lead in accepting an assignment. Representative Resman concluded his testimony by saying Master Deputy Collins exemplified the meaning of a professional law enforcement officer.
The next proponent was Sgt. Chris Mills assisted by Master Deputy Jesse Valdez.(Attachment 2) According to testimony, Sgt Mills said on September 11, 2016, he learned the Overland Park Police Department was receiving calls about a fire and explosion involving Master Deputy Brandon Collins' unit number. He was a close friend and colleague of Master Deputy Collins. Sgt Mills remembers him as an amazing person - kind, extremely funny and humble, and took his professional responsibilities seriously and always strived to be the best he could be. He said Master Deputy Collins left behind a wife and two daughters.
There were no other proponents and no opponents so the Chairman closed the hearing on HB2436.
Representative Houser moved to suspend the rules and have Final Action on HB2436 at this time. There were no objections from Committee Members. The Motion was seconded by Representative Pittman. Motion carried. Representative Houser further moved to place HB2436 on the Consent Calendar, seconded by Representative Schreiber. Motion carried.
