Chairperson Bowers opened final action on HB2256. Mike Heim, staff revisor, reviewed the bill. Mr. Heim stated there was a proposed amendment that was suggested by the Secretary of State's office as well as a member of the Committee, to exclude private property from the purview of this electioneering crime. Mr. Heim stated he added the words "or driveway" because there was some question about whether "road" covered "driveway." Mr. Heim indicated the third thing was the desire to have this in the Kansas Register instead of the statute book. (Attachment 4)
Senator Pilcher-Cook moved, Senator Fitzgerald seconded, to adopt the proposed amendment. Motion carried.
Chairperson Bowers called the Committee's attention to a document titled "Electioneering" prepared and provided by Jill Shelley and Katelin Neikirk, research staff, regarding distances and other requirements in other states. (Attachment 5)
Senator Haley moved, Senator Sykes seconded, to recommend HB2256 as amended, favorably for passage. Motion carried.
