Chairperson McGinn opened the hearing on SB 314. David Wiese provided an overview of the bill and responded to questions from Committee members. (Attachment 3)
Senator Vicki Schmidt testified as a proponent of the bill. Mission Township is in her district and the treasurer of the township brought this issue to her attention. Current statute does not include townships in the definition of municipalities so she sees this as a technical correction. (Attachment 4)
Onis Lemon spoke in support of the bill. Auditors brought this issue to their attention indicating that townships are mentioned in the heading but not in the body of the statute section. As an urban township, they should be able to use reserve funds to build and maintain roads within their township. Mr. Lemon responded to questions from Committee members. (Attachment 5)
