The Chair opened the hearing on HB2576.
Staff Matt Sterling briefed the Committee on the bill. He stated that the bill would allow the Secretary of the Kansas Department of Health and Environment to collect annual emissions fees and penalties to cover the costs of administering the Kansas Air Quality Act.
Rick Brunetti, Director, Bureau of Air, Kansas Department of Health and Environment, testified as a proponent for the bill (Attachment 10). He explained that the asbestos abatement program is funded from the SGF; currently those funds have been insufficient to administer the program. This bill would address that shortfall and eliminate approximately $80,000 from the SGF. Any disparity between the fees collected and the cost of the program would be addressed through the Air Quality Fee Fund. Answering questions, Mr. Brunetti replied that the costs to administer the fund in FY2017 were $107,700; the estimated revenue for FY2018 is $119,920.
