Chairperson Bowers opened the hearing on HB2223. Chuck Reimer, staff revisor, provided a briefing on the bill. After questions by the Committee were addressed, the hearing continued.
Representative Carpenter testified in support of HB2223 explaining the reason the bill was introduced. Representative Carpenter's written testimony indicated the bill makes candidates for office, PAC's, and lobbyists more accountable with their campaign finance reports or expenditure reports. (Attachment 1)
Representative Carpenter responded to questions from Committee members.
Mark Skoglund provided neutral testimony for HB2223. Mr. Skoglund responded to questions that were brought up during the previous testimony. Mr. Skoglund reported on civil penalties that were assessed during fiscal year 2017 and explained how the bill differs from current enforcement. (Attachment 2)
After questions from the Committee were addressed by the conferees, Chairperson Bowers closed the hearing on HB2223.
