The Chairperson opened the hearing on HB2501.

Chairperson Hawkins called upon Norm Furse, Revisor Emeritus, Office of Revisor of Statutes, to explain the bill.  He said HB2501 would create in the State Treasury, the Health Occupations Credentialing Fee Fund to be administered by the Secretary for Aging and Disability Services.  He stated further, fees collected under provisions of the Adult Care Home Licensure Act, Dietitians Licensing Act, Operator Registration Act, and the act regulating speech-language pathologists and audiologists would be deposited into the special fee fund instead of the State General Fund (SGF). 

Proponents:

Brenda Dreher, Health Occupations Credentialing, Kansas Department for Aging and Disability Services, said this bill would allow fees collected for the purpose of licensure and certification to be set aside and utilized for establishing a dedicated fee fund resulting in additional revenue of $566,866, to be used to employ additional FTEs to meet current and future work requirements and the balance to be used for facility modernization and operations (Attachment 2).

There were questions concerning the time frame for increasing the staff and installation of the background checking procedures.

Questions for Brenda Dreher were from Representative Kelly, who asked how long it would take to increase staff and gear-up for the background checks, while Representative Crum asked how many FTEs would be added and at what salary with the additional $566,000.

Georgianna Correll, Director of Budget, Department for Aging and Disability Services, came before the committee and reported that they planned to add three FTEs  at $63,606 per FTE, for a total of $190,000, and the rest being spent for software and facility upgrades.  She said she felt it wouldn't take long to gear-up after the funds become available. 

The chairperson closed the hearing on HB2501.
