Vice Chair Clark called for discussion on HB 2196 and recognized Jenna Moyer, Assistant Revisor of Statutes, who briefed the committee on HB 2196. A question and answer period followed.
Representative Keith Esau made a motion to favorably pass HB 2196. The motion was seconded by Representative Jim Gartner.
Vice Chair Clark opened for discussion.
Representative Keith Esau made a motion to remove the contents of HB 2196 and insert the language in Substitute for HB 2196. The motion was seconded by Representative Diana Dierks and passed on a voice vote. (Attachment 1)
Representative Leo Delperdang made a motion to amend Substitute for HB 2196, by changing the word "shall" to "may" in Section 3(b) and Section 3(g). The motion was seconded by Representative Keith Esau.
