Chairperson Kerschen called for final action on SB263.
Chairperson Kerschen introduced a balloon amendment suggested by the KBI. Tamera Lawrence of the Revisor of Statutes explained the amendment. Katie Whisman with KBI explained the reasons for the technical amendment and answered any questions from the committee. (Attachment 1)
Chairperson Kerschen moved and Senator Berger seconded the adoption of the proposed balloon amendment. Motion carried.
Senator Berger introduced a balloon amendment which Tamera Lawrence of the Revisor of Statutes Office explained. Josh Roe of the Kansas Department of Agriculture answered questions and reiterated the Agriculture Department's support of the bill for research purposes.(Attachment 2)
Senator Berger moved and Senator Rogers seconded the adoption of the proposed balloon amendment. Motion carried.
Senator Francisco introduced a balloon amendment which she explained. Josh Roe of the Kansas Department of Agriculture made comments and answered questions concerning the amendment.(Attachment 3)
Senator Rogers distributed information from the Legislative Research Department on Kentucky's Industrial Hemp Law.(Attachment 4)
By consensus the committee agreed to remove the word waiver, change present to submit, and change the date for the completion of the rules and regulations for the program to December 31, 2018.
Senator Francisco moved and Senator Rogers seconded the adoption of the proposed balloon amendment as agreed to by the committee. Motion passed.
Chairperson Kerschen introduced a balloon amendment which he explained. Janae Tallbot from Russell County Economic Development also spoke on the amendment. (Attachment 5)
Senator Pyle asked Tamera Lawrence of the Revisor of Statutes Office to explain the difference between SB236 and HB2182 which passed the House last session. She explained that HB2182 is broader than SB263 and has more references to the Federal Farm Act.
Senator Berger moved and Senator Rogers seconded that SB263 as amended be recommended favorably for passage. Motion carried.
With no further business before the Committee, Chairperson Kerschen adjourned the meeting.
