Chairperson McGinn opened the hearing on SB 276. Karen Kapusta-Pofahl provided an overview of the bill and responded to questions from Committee members. (Attachment 2)
Commissioner Jay Emler briefly addressed the members on the importance of this issue and then introduced Neysa Thomas to speak in more detail about the bill.
Neysa Thomas spoke in support of the bill as there is a timing issue for making required funding transfers out of the Mother Carrier Fee Fund (MCFF) while still maintaining funds to operate the Transportation Division. This bill would resolve the timing issue and keep them operational while allowing them to continue to make transfers. Ms. Thomas responded to questions from Committee members. (Attachment 3)
In response from questions from Committee members Captain Chris Turner indicated the payments are included in Kansas Highway Patrol budget and fund mobile computers in the patrol cars and replacement of those computers every three years as well the air cards that provide service to the cars.
In response to questions from Committee members Mike Hoeme clarified the timing of the transfers to the State Highway Fund.
There being no further conferees, Chairperson McGinn closed the hearing on SB 276.
Chairperson McGinn adjourned the meeting at 11:41. The next meeting will be January 24, 2018.
