Chairperson Schmidt opened the hearing on SB282. Scott Abbott, Staff Revisor gave an overview of the bill.
Alexandra Blasi testified as a proponent, stating that the Kansas Board of Pharmacy supports amending SB282 to be effective upon publication in the Kansas Register. (Attachment 1)
Kati Whisman presented proponent testimony. She emphasized that timely passage of SB282 is important to Kansas' ability to manage the threats that dangerous substances pose to the health and safety of its' citizens. (Attachment 2)
Greg Smith testified in support of of amending the drug schedules in SB282 stating that this bill adds several fentanyl analogs to the drug schedule whose prevalence put the public and law enforcement at risk. (Attachment 3)
Written testimony in support of SB282 was submitted by Ed Klumpp representing KS Assoc. of Chiefs of Police, Ks Sheriffs Assoc. and KS Peace Officers Assoc. (Attachment 4) and Malinda Spangler from Johnson County Sheriff's Criminalistics Laboratory. (Attachment 5)
Nick Reinecker gave testimony in opposition of SB282. He stated that while he is in support of a controlled substances act, he is opposed to it including cannabis as a controlled substance. He offered an amendment to remove cannabis from the banned substances. (Attachment 6)
Chairperson Schmidt closed the hearing on SB282.
Senator Berger then introduced his Pages for the day, Katie Patterson and Katie West from Hutchinson.
Chairperson Schmidt adjourned the meeting at 10:30. The next meeting is scheduled for January 25, 2018.
