The Chairman opened the hearing on SB281 - Protection orders for human trafficking victims under the protection from stalking, sexual assault or human trafficking act. Jason Thompson provided an overview of the bill. (Attachment 1)
Assistant Attorney General Pat Colloton, speaking for Attorney General Schmidt, supported SB281 emphasizing the need for a protective order as a means of preventing a trafficker from re-engaging a youth who has been removed from a sex slavery situation. Ms. Colloton suggested the language of the bill be broadened to included guardians in a foster child situation. (Attachment 2)
Greg Smith spoke in favor of SB281 indicating the average age of a child being trafficked is 13 to 14 years of age. He gave examples of the efforts made by traffickers to keep a child under their control. (Attachment 3)
Proponents answered questions from committee members. Senator Pettey suggested language be added to include guardian ad litem in the bill; Assistant Attorney General Colloton indicated her office would have no objection to this addition.
Chairman Wilborn pointed out written testimony in favor of SB281 submitted by Pat Colloton, Assistant Attorney General (Attachment 4), and Ed Klumpp, representing the Kansas Association of Chiefs of Police, the Kansas Sheriffs Association, and the Kansas Peace Officers Association (Attachment 5).
Amanda Stanley offered neutral testimony on SB281 asking that language be added to narrow the requirement of which commercial driver's license holders must have training in assisting victims of human trafficking. (Attachment 6)
Nathan Eberline also offered neutral testimony on SB281 agreeing with the request made by Ms. Stanley. (Attachment 7)
Neutral conferees answered questions from the committee. In response to questions regarding the number of city and counties workers with a commercial driver's license who might be required to have the training, Mr. Eberline agreed to provide members with that information. Discussion took place on the content of the required training. A request was made to have access to the training video.
There being no opponents on the bill, the Chairman closed the hearing on SB281.
