Easing communications with political campaign officers and party committees through requiring email addresses in reports to secretary of state.

Mike Heim, Revisor, gave an overview of SB57, stating this was a relatively simple bill. He stated Section 1 provided that in reports where a candidate appoints a treasurer for either a state or local office, the report would include the email address, which was made optional. He explained that at one point in time it was drafted to be mandatory, but this would make it optional. Mr. Heim stated Section 2 dealt with party committees and political committees and that again the reporting would provide that the email address be included in the report, and again it would be optional.
There were no questions from the Committee for Mr. Heim.
Mark Skoglund, Executive Director, Governmental Ethics Commission provided testimony in support of SB57 (Attachment 3), stating this bill would simplify how the Commission operates. He explained there are some instances where it is difficult to contact individuals and having an extra point of contact would definitely be appreciated.
Mr. Skoglund answered questions from the Committee.
Bryan Caskey, Director of Elections, Kansas Secretary of State's Office, replied to a question from the Committee regarding the difference between providing a form to collect information and the authority to prescribe a form, following statutory guidance. He will look further into the matter and provide more information to the Committee at a later date.
There were no further proponents and neither neutral nor opponent conferees wishing to testify, and Representative Esau, Chair, closed the hearing on SB57.
Representative Esau, Chair, answered a question from the Committee regarding a bill introduced by Representative Orr. After calling for further questions, he announced there would be no meeting on Wednesday, January 24, and adjourned the meeting.
The next meeting of the Committee would be Monday, January 29, 2018.
