Representative Esau, Chair, opened the hearing on SB56.
Mike Heim, Revisor, gave a synopsis of SB56, stating this is a cleanup bill that would eliminate dual filing of reports that certain state officers have to do with the Secretary of State and with the local County Election Officer. He explained that basically this bill would say reports for a state office would go to the Secretary of State and local reports would go to the County Election Officer.
There were no questions from the Committee for Mr. Heim.
Mark Skoglund, Executive Director, Governmental Ethics Commission provided testimony in support of SB56 (Attachment 2), agreed this is a cleanup bill. He stated the original requirement for dual filing was abolished in 2011, but last minute contributions were possibly an oversight, and so it is probably worth it for the legislature to consider whether or not this dual filing should continue to be required for last minute contributions.
Mr. Skoglund answered questions from the Committee.
There being no further proponents and no neutral or opponent conferees, Representative Esau, Chair, declared the hearing closed on SB56, with the intention of working this bill at the Committee meeting on Monday, January 29.
