Short Title
Relating to mid-term appointments of credit union council council members.

Vice-Chairperson Billinger opened the hearing on SB275. Eileen Ma, Assistant Revisor of Statutes, presented a short overview of the bill.
Jerel Wright, Administrator, Kansas Department of Credit Unions (KDCU), spoke in favor of the bill. He told members that SB275 is a simple bill to explain that persons appointed by the Governor may serve two full consecutive three-year terms. He related that an issue arose wherein a Council member was appointed, only to have the first term expire a short time after joining the Council. (Attachment 1)
Stephanie Mullholland, Director of Legislative and Political Affairs for the Heartland Credit Union Association (HCUA) presented testimony supporting SB275. She related that the bill improves the appointment process by clarifying term limits and the process of the calculation of term limits where a member is appointed to fulfill the remainder of a mid-term vacancy. The bill clarifies that the appointee may still serve two full terms following the mid-term appointment. Ms. Mullholland urged passage of the bill, so that persons who step up to fill mid-term vacancies are not penalized and retain their ability to serve two full three-year terms at the Governor's discretion. Mr. Wright and Ms. Mullholland stood for questions; there were none.
Chairperson Longbine, seeing that there was no other proponent, opponent, or neutral testimony, closed the hearing on SB275. He announced that there would be no meeting on Friday or Monday. The meeting adjourned at 9:50 am. The next scheduled meeting is Tuesday, January 23, 2018 at 9:30 am.
