The Chairperson turned the Committee's attention to and opened the hearing on SB268.
Eileen Ma, Assistant Revisor of Statutes, gave a short summary of the bill.
Clark Shultz, Assistant Insurance Commissioner, KID, testified in support of SB268. Mr. Shultz related that this bill would allow KID to have access to expunged criminal records for individuals who apply for an agent license to sell insurance or apply for employment at KID. (Attachment 2)
Ms. Ma and Mr. Shultz responded to questions and comments from Senators Pyle, Hensley, Rogers, and Olson regarding the current law regarding expungement and why this bill is being brought at this time. Mr. Shultz pointed out that under the current law, the securities commissioner already has the authority to request a full background check under certain circumstances of securities-related employment. Since the securities commission was merged with the insurance department last year, the insurance commissioner is merely seeking to obtain the same authority to request a full background check on someone who applied to be an insurance agent or for employment at KID.
There being no further discussion or questions, and no other proponent, opponent, or neutral testimony submitted, Chairperson Longbine closed the hearing on SB268.
