Amending the revised Kansas code for care of children and the newborn infant protection act and amending certain powers and duties of the secretary for children and families.

Chairperson Schmidt opened the hearing on SB221.
Scott Abbott, Staff Revisor, gave an overview of SB221. He advised that SB221 would need technical amendments as it is a carryover bill from last year. Scott Abbott answered questions from the committee.
Judge Sloan offered testimony in support of SB221 stating that it provides much need clarification and guidance with the Child In Need of Care code. (Attachment 1)
Kathy Armstrong gave testimony as a proponent of SB221. The Department of Children and Families supports the passage of SB221 noting it would ensure continued improvement in processes to serve the children who are, or have been, victims of abuse and/or neglect and their families who are impacted. (Attachment 2)
Questions were posed by committee members.
Chairman Schmidt closed the hearing and adjourned the meeting at 10:09. The next meeting is scheduled for January 17, 2017.
