Scott Wells, Assistant Revisor provided an overview on HB2422 noting the bill would provide a sales tax exemption for Make-a-Wish Foundation of Kansas. The language for the exemption can be found on Page 18, Lines 11 through 13.
Proponents:
LeAnne Miller, Chief Executive Officer, Make-a-Wish Kansas testified as a proponent for HB2422. Make-a-Wish Kansas started in 1985 and is headquartered in Wichita, Kansas serving 99 counties in the State. The foundation grants the wishes of children with life threatening medical conditions to enrich the human experience with hope, strength and joy. This bill will allow Make-a-Wish foundation to grant additional four wishes on an annual basis. The average cash cost of a wish is $7,500 and translated the number into what it would be on an annual basis for the chapter is approximately $30,000. With the savings, Make-a-Wish Kansas would be able to grant additional wishes. (Attachment 1)
Lydia, Make-a-Wish child testified as a proponent to HB2422 stating about 17 months ago she was diagnosed with a rare vasculitis disease called GPA and spent a couple of weeks at Children's Mercy in Kansas City. While there, her social worker told Lydia about Make-a-Wish Foundation and then helped her to generate some ideas of what she would like to wish for. From an idea of training sheep dogs, she was able to find a sheep farm in eastern Pennsylvania that would teach her to train sheep dogs to herd and tend sheep. Lydia will be going to the sheep farm for training along with an educational trip to Pennsylvania with her family. Lydia stated she does not know the impact of her wish until she makes the trip and is very grateful for Make-a-Wish Foundation to make all this happen.
Eric Miller, Volunteer Wish Granter and Board Member testified as a proponent for HB2422 noting the Starfish Story as a reminder to help make a positive change in someone's life.
