Adam Siebers presented to the Committee a summary of Chairperson Tyson's previous amendment to HB2228. (Attachment 4)
Senator Alley made a motion to amend HB2228 by offering a two-tier tax structure. Senator Lynn seconded the motion. After considerable discussion, the motion passed.
Senator Alley made a motion to amend HB2228 by having the Kansas "standard deduction" match the "federal deduction". Senator Lynn seconded the motion. Motion passed.
Senator Alley made a motion to amend HB2228 by making the effective date of the previous amendments January 1, 2018. Senator Lynn seconded the motion. Motion passed.
Senator Alley made a motion to amend HB2228 concerning Regents retirement contributions effective January 1, 2018. Senator Lynn seconded the motion. Motion passed.
Senator Alley made a motion to amend HB2228 by reducing food sales tax to 5.5% from 6.5% effective January 1, 2018. Senator Lynn seconded the motion. Motion passed.
Senator Alley made a motion to amend HB2228 by increasing medical deductions to 100% effective January 1, 2018. Senator Lynn seconded the motion. Motion passed.
Senator Alley made a motion to amend HB2228 by raising the state's business filing fee to $75. Senator Lynn seconded the motion. After considerable discussion, the motion was withdrawn by Senator Alley and Senator Lynn.
Vice Chair Kerschen made a motion to amend HB2228 by restoring the property tax deduction and increasing mortgage interest deduction in phases. Senator Lynn seconded the motion. Motion passed.
Chairperson Tyson suspended the discussion on HB2228.
