Chairperson McGinn opened the hearing on HB 2407. Zach Fridell provided an overview of the bill and indicated the need for a minor technical amendment in line 21 of the bill to correct the statute number, which should be K.S.A. 71 vice 70. (Attachment 1)
Jeff Chanay testified in support of the bill as it will protect the state from taking on liabilities through gifts without the state's full knowledge and consent. Mr. Chanay responded to questions from Committee members. (Attachment 2)
There being no further conferees, Chairperson McGinn closed the hearing on HB 2407.
Chairperson McGinn called for final action on HB 2407.
Chairperson McGinn addressed a request from the Department of Transportation to amend the bill by deleting that agency from the requirements of this bill as they already have rules in place to protect the Department.
Chairperson McGinn moved, Senator Schmidt seconded, to adopt the proposed amendment. Motion carried.
Senator Billinger moved, Senator Doll seconded, to amend the bill by inserting the contents of SB 240. Motion carried.
Senator Kelly moved, Senator Billinger seconded, to recommend HB 2407, as amended, favorably for passage. Motion carried.
