Chairperson Campbell introduced Gordon Self, Revisor, Office of Revisor of Statutes, who gave the Committee general guidance in regard to funding being added to the proposed bill. He stated the key is, if you raise revenue and clearly direct and connect that revenue to the education provisions under the bill, then he believed it would be constitutional to include a revenue stream in the school finance bill under the single subject requirement. Because the subject of this bill is education, and all provisions (either in funding or policy) must relate to education. He stated his staff would be available to advise Committee members on specific recommendations.
Comments and questions directed to Mr. Self were made or asked by Chairperson Campbell, Representatives Rooker, Landwehr, Helgerson, and Winn.
Chairperson Campbell thanked Mr. Self for his presentation.
Representative Steven Johnson, 108th District, Chairperson of the House Taxation Committee, Kansas House of Representatives, was introduced by Chairperson Campbell. Representative Johnson distributed two handouts to the Committee. The first handout was on selected tax structure and reform components (Attachment 2) and the second handout contained sample fiscal notes for selected tax law changes ($ in millions). (Attachment 3) He thanked Chris Courtwright, Research Analyst, Legislative Research Department, for completing these handouts overnight.
Representative Johnson discussed the material on the handouts and indicated he and his Committee would be willing to work with the K-12 Education Budget Committee as they undertake the task ahead of them.
Representative Trimmer and Chairperson Campbell had questions for Representative Johnson.
Chairperson Campbell thanked Representative Johnson for his presentation and opened the meeting for the Committee members to discuss the information given to them today.
Questions and comments were made by Representatives Trimmer, Helgerson, Aurand, Landwehr, Patton, Rooker, Huebert, and Chairperson Campbell.
Chairperson Campbell welcomed the Committee members to meet with him individually about their funding concerns.
The next meeting of the K-12 Education Budget Committee will be held on Thursday, May 4, 2017. Jeff King, Legislative Counsel, will be the presenter.
Chairperson Campbell adjourned the meeting at 3:15 p.m.
