Chairman Waymaster opened the hearing on the bill.
Scott Abbott, Office of the Revisor of Statutes, presented the bill brief (Attachment 1) . The bill would appropriate funds and authorize the Department of Administration to contract the establishment of an on-site employee health clinic. Scott Abbott responded to questions from committee members regarding performance guarantees related to patient experience and satisfaction, compliance issues and clinical outcomes. He noted that the intent of the bill is that the clinic would be operational year-round and includes various licensed medical providers who would be liable for services provided.
Mike Heckman, Vice President of Population Health Services.Cerner Corporation, presented testimony as a proponent of the bill (Attachment 2). An on site health clinic provides employees easy access to care, preventative intervention, reduction in emergency room visits, cost savings and increased workforce productivity.
Mr. Heckman responded to questions from committee members. Discussion included the coordination of services and electronic medical records for shared data with community health care facilities, and confidentiality of patient information in compliance with HIPPA regulations. The impact of the on site clinic would reflect a direct and indirect cost savings to the employee health plan.
In response to questions from committee members, it was noted that this bill would not affect the Doctor of the Day, as policy and oversight are provided for by the legislature. The bill designates Topeka as a pilot program, which was determined by the number of community based state employees. The successful impact on the implementation of an on site clinic in Olathe, Kansas was reviewed by Representative Campbell.
