Chairperson Barker opened the hearing on HB2398. Chris Waggoner, Revisor, gave an overview of the bill (Attachment 5).
Chairperson Barker recognized Nathan Eberline who testified as a proponent of HB2398 on behalf of the Kansas Association of Counties and the Kansas County Highway Association (Attachment 6).
Chairperson Barker asked if there were any other proponents, any opponents or neutrals on HB2398. Seeing none, he closed the hearing on HB2398.
Representative Lusk moved to suspend the 24-hour rule and to work HB2398, seconded by Representative Wilson. An oral vote was taken, and the motion was approved.
Representative Carmichael moved to recommend HB2398 favorably for passage, seconded by Representative Whitmer.
Chairperson Barker asked if there was any discussion. There was none.
Representative Carmichael closed on the motion. An oral vote was taken, and HB2398 was favorably passed.
Chairperson Barker advised the Committee that there would be no meeting tomorrow.
