Chairperson Barker opened the hearing on SB70. Jason Long provided an overview on the bill (Attachment 1).
Chairperson Barker recognized Senator Marci Francisco as a proponent of SB70 (Attachment 2). Representative Humphries had a question for Senator Francisco.
Doug Anstaett testified as a proponent of SB70 on behalf of the Kansas Press Association (Attachment 3).
The Chair recognized Melissa Wangemann, who testified as a proponent of SB70 on behalf of the Kansas Association of Counties (Attachment 4).
Alan Cowles, M.D., Ph.D., testified as a proponent on behalf of the League of Women Voters (Attachment 5) (Attachment 5A). In response to a question by Chairperson Barker, Dr. Cowles stated he would support the amendment offered by Senator Francisco.
The Chair recognized Marge Ahrens who testified on behalf of the League of Women Voters as a proponent of SB70 (Attachment 6). A question was asked by Representative Miller.
Chairperson Barker noted that there was written proponent testimony from Kent Cornish, Kansas Association of Broadcasters (Attachment 7) and Max Kautsch for Kansas Press Association, the Kansas Association of Broadcasters, and the Kansas Sunshine Coalition for Open Government (Attachment 8).
Chairperson Barker recognized Eric Smith of the League of Kansas Municipalities as a neutral on SB70 (Attachment 9). Questions were asked by Representatives Weber, Clayton, and Rooker.
Chairperson Barker asked if anyone else wanted to testify on SB70. Seeing none, the hearing on SB70 was closed.
Chairperson Barker stated that they would work some bills tomorrow.
