Chairperson Billinger opened the informational hearing on HB 2331. Jenna Moyer reviewed the bill and responded to questions from Committee members. (Attachment 3)
Representative Pittman provided oral testimony in support of the bill and responded to questions from Committee members.
Kathleen Selzler Lippert addressed the Committee members stating it is important that, if there is consolidation, there needs to be a road map so her agency can continue their prime function of public protection. She supports not taking on too much too fast with these changes. Ms. Selzler Lippert responded to questions from Committee members. (Attachment 4)
Mary Blubaugh testified before the Committee. She supports the bill but has concerns about items added in Section 9 and there not being a clear road map. The Kansas Board of Nursing is one of the top performing boards in the nation and she is concerned this could put their status in jeopardy. A proposed amendment is included in her testimony. Ms. Blubaugh responded to questions from Committee members. (Attachment 5)
Alexandra Blasi addressed the Committee. She supports the basic bill but not as it was amended by the House. Small agencies do not have answers to their questions and this needs to be resolved. She included a proposed amendment in her testimony and responded to questions from Committee members. (Attachment 6)
Phil Wittmer provided brief comments and responded to questions from Committee members.
