Chairperson McGinn continued final action on SB 189.
Senator Schmidt distributed a proposed amendment regarding Higher Education and discussed the recommended changes. (Attachment 11) In response to questions from Committee members on the amendment, a document regarding the Kansas Teacher Service Scholarship Program was distributed. (Attachment 12)
Senator Schmidt moved, Senator Kelly seconded, adoption of the proposed amendment. Motion carried.
Senator Kerschen updated the Committee on geological monitors. Funding was provided for the last two years but there is no funding for FY 2018 or FY 2019. He feels it is important to continue to fund these monitors. The Committee agreed to readdress this issue at Omnibus after obtaining more information from the Geological Survey.
Chairperson McGinn moved, Senator Kelly seconded, continuing the discussion regarding a 2% state employee pay raise during Omnibus. Motion carried.
Senator Denning moved, Senator Kelly seconded, adoption of point number 3 from the Shawn Sullivan email distributed yesterday. (Attachment 13) Motion carried.
Senator Schmidt moved, Senator Denning seconded, adoption of point number 2 from Attachment 13. Motion carried.
Chairperson McGinn addressed point number 1 in Shawn Sullivan's email regarding the Adjutant General's budget and proposed moving that discussion to Omnibus. Members concurred.
Chairperson McGinn received information from the Judicial Branch modifying the remodel estimate to put two courts of appeal on same floor. Stephanie Bunten, CFO of the Judicial Branch, addressed the committee regarding the remodel effort and changes to estimates. Members concurred with discussing this further at Omnibus.
Jill Wolters clarified for the Committee that the motion by Senator Denning to adopt point 3 from the Shawn Sullivan email has to do with the rescission bill so technically is a vote of confidence that the Chairperson will be able to add it during conference.
Senator Schmidt moved, Senator Billinger seconded, adoption of a technical amendment brought forward by JG Scott regarding the deletion of the Insurance Department from the special revenue funds and the Board of Barbering. Motion carried.
Chairperson McGinn adjourned the meeting at 11:42. The next meeting will be March 23, 2017.
