Chairman Waymaster opened the hearing on the bill.
Jill Wolters, Office of the Revisor of Statutes, presented the bill brief (Attachment 11). The bill reinstates the Enterprise Zone program in lieu of participation in the Rural Opportunity Zone (ROZ) program for designated counties. She responded to questions from committee members regarding participation requirements for the ROZ program.
Rob Fillian, Smokey Hill Development Corporation, presented testimony as a proponent of the bill (no testimony was provided). He responded to questions from committee members. He stated that this program creates job and incentivizes businesses to come to areas for long-term growth. Discussion followed regarding project sales tax exemption. An example was provided for a $2 million building project that would cost $1.5 million with the exemption, which would be on a case by case basis as a benefit to the business. As requested, additional data will be provided regarding participants of the program.
