Jason Thompson gave a brief on the bill saying that as it was amended by the House Committee, the bill amends provisions relating to custody and disposition of cruelly treated animals. He concluded his statements by describing exactly what changes are made by the bill.
Proponents:
Kate Barnett shared her support (Attachment 4) of the bill saying that as an attorney that practices animal law, municipal law, and legislative drafting, this bill contains practical changes. She concluded by explaining what the four main changes were in the bill.
The Committee asked Ms. Barnett how much it cost to impound an animal, to which she explained it could be between $10-30 per animal, per day.
The Chairman noted the written, proponent, testimony, submitted by: Nate Meador (Attachment 5), Carla Lewis (Attachment 6), Midge Grinstead (Attachment 7), Kate Meghji (Attachment 8), and Ed Klumpp (Attachment 9).
Vice Chairwoman Lynn expressed gratitude for those who brought the bill forward and expressed support for HB 2302. Seeing no further conferees, questions, or discussion, Chairman Wilborn closed the hearing.
