Chairperson Barker opened the hearing on HB2276. Jason Long, Revisor, provided an overview of HB2276 (Attachment 1). A question was asked by Representative Miller.
Chairperson Barker recognized Midge Grinstead, State Director of the Humane Society of the United States as a proponent of HB2276 (Attachment 2).
Terry Humphrey, Humane Society Legislative Fund of Kansas, testified as a proponent (Attachment 3).
Ron Hein testified as an opponent of HB2276 on behalf of the Motion Picture Association of America (Attachment 4).
Robert Jenkins, Executive Director of the Rolling Hills Zoo, testified as a proponent of HB2276 (Attachment 5).
Chairperson Barker recognized Jack Laurie, Atchison County Sheriff, as an HB2276 proponent (Attachment 6).
Carla Lewis testified as a proponent of HB2276 on behalf of Kansas Animal Control (Attachment 7).
Chairperson Barker allowed the Committee to ask questions of the proponents. Representatives Ruiz, Whitmer, Smith, and Miller questioned Mr. Jenkins. Representative Williams asked questions which were answered by Ms. Humphrey and Mr. Jenkins.
Chairperson Barker noted that there was written proponent testimony from Kristin Vehrs, Association of Zoo Aquariums (Attachment 8) and the Humane Society Veterinary Medical Association (Attachment 9).
Chairperson Barker then recognized Jim Fouts of the Tanganyika Wildlife Park, as an opponent of HB2276 (Attachment 10).
Debra Henderson testified as an opponent of HB2276 (Attachment 11).
Chairperson Barker allowed questioning of the opponents by the Committee. Questions were asked by Representatives Whitmer and Sawyer to Jim Fouts. Representative Rooker asked the Revisor if this bill would apply to someone who is a USDA licensed owner. He agreed to look into that and provide that information. In response to a question from Representative Williams, Jason Long stated that any AZA or ZAA accredited institutions would not be exempted from the provisions of 32-1306. Representatives Wilson and Miller had questions for Ms. Henderson.
Chairperson Barker noted that there was written opponent testimony from Alan Smith, Zoological Association of America (Attachment 12).
Chairperson Barker asked if anyone else wished to testify on HB2276. Seeing none, the hearing on HB2276 was closed.
Chairperson Barker opened the floor for requests for bill introductions. There were none.
Chairperson Barker stated that he intends to work HB2145 at the meeting tomorrow if time permits.
