Chairperson Bowers opened the hearing on HB2256. Mike Heim, staff revisor, provided a briefing on the bill and answered questions from the Committee.
Representative Esau testified in support of HB2256. Representative Esau stated that if enacted, the bill would address two concerns that he has heard from Kansas voters related to activities at polling places on Election Day. (Attachment 1)
After questions from the Committee were addressed, the hearing continued.
Bryan Caskey testified in support on part of HB2256 and neutral on part of the bill. Mr. Caskey stated their office is in favor of making it clear that on Election Day and during advance voting, the purpose of the polling place is to vote and nothing else. Mr. Caskey stated on the second part of the bill, their office officially has no position. Mr. Caskey indicated if the Committee works the bill, they request this to become register effective not statute effective and explained the reason for the request. Mr. Caskey addressed questions from the Committee. (Attachment 2)
