Chairperson Bowers opened the hearing on HB2158. Mike Heim, staff revisor, provided a briefing on the bill and addressed questions from the Committee.
Representative Vic Miller testified in support of HB2158, indicating it is similar to Substitute for SB8 by Committee on Ethics, Elections and Local Government-Providing for the canvassing of advance voting ballots mailed on the date of an election that passed out of the Senate. Representative Miller distributed and explained a balloon amendment. Representative Miller also suggested a technical amendment to strike language regarding the presidential preference primary. Representative Miller responded to questions from the Committee. (Attachment 1) (Attachment 2)
Bryan Caskey testified in support of HB2158, indicating that they are in favor of this legislation and all of the proposed amendments that Representative Miller referenced. Mr. Caskey also requested consideration to strike the reference to the presidential preference primary. (Attachment 3)
Marge Ahrens testified in support of HB2158. Ms. Ahrens pointed out an error in the third paragraph of her testimony regarding special canvassing boards that she wanted to withdraw. Ms. Ahrens stated they have supported the mail-in ballot legislation in both the House and the Senate this year. Ms. Ahrens stated they want to encourage the vote for all including all of those people who are finding it more and more difficult to get to the polls because of distance, time and resources. After questions from the Committee were addressed, Chairperson Bowers closed the hearing on HB2158.
