Chairman Proehl recognized Kent Selk who presented testimony in place of Deann Williams, Manager, Commercial Motor Vehicle.(Attachment 3) According to Mr. Selk currently the motor carrier has the choice of going to any of the ten regional offices for IRP/CMV registration which includes the Kansas Motor Carrier Services. The statutes as currently written state that the county treasurer is the sole recipient of the fees associated with commercial vehicle registration and even though the CMV staff are completing the registration work, the Kansas Department of Revenue is unable to retain the administrative fees intended to cover associated operating costs.
There were no other proponents, neutrals or opponents so after all questions were answered the Chairman closed the hearing on SB89 and opened the hearing on SB144.
