Chairperson Bowers opened the hearing on HB2278. Mike Heim, staff revisor, provided a briefing on the bill and addressed questions from the Committee.
Senator Carolyn McGinn provided neutral testimony for HB2278. Senator McGinn described the impact of the bill on the City of Sedgwick, and stated that over time there should be an opportunity for Valley Center to transition out. Senator McGinn indicated in the long-term this transition is doable, but believes both communities need to know about the bill and work out some kind of an inter-local transition agreement. Senator McGinn responded to questions from Committee members. (Attachment 1)
Eric Smith provided neutral testimony for HB2278. Mr. Smith indicated that after vetting the bill more fully, The League has moved to a neutral position. Mr. Smith pointed out that they understand the concerns of the citizens in Valley Center about being taxed for two cemeteries, but they recognize there will be an impact on the City of Sedgwick.
