Chairperson Bowers opened HB2333. Mike Heim, staff revisor, provided a briefing on the bill and stated that the bill needs a technical amendment.
Secretary Kris Kobach testified in support of HB2333, indicating this bill would add post-election audits in addition to paper-trail voting equipment and described both requirements. Secretary Kobach proposed an amendment to the bill and described the proposed changes. Secretary Kobach also suggested attaching SB37-Elections; voting procedures where proof of citizenship not provided to the bill and detailed the reasons for adding it. (Attachment 3)
Questions were addressed by Secretary Kobach and Bryan Caskey, Director of Elections, Kansas Secretary of State's Office.
Marge Ahrens testified in support of HB2333. Ms. Ahrens indicated they are opposed to SB37 and urged the Committee to review the opposition testimony on SB37. Ms. Ahrens provided information from a press release regarding a report released from the Kansas Advisory Committee to the U.S. Commission on Civil Rights. Ms. Ahrens indicated they would like the audit to take place in all races. Ms. Ahrens addressed questions from the Committee. (Attachment 4)
Davis Hammet provided neutral testimony for HB2333, stating he's neutral because this is a compromise. Mr. Hammet urged the Committee to keep this language. Mr. Hammet indicated when he registers people to vote, he tells people to use a paper ballot. Mr. Hammet stated he would like to say our elections are audited, and our electronic voting machines are trustworthy. Mr. Hammet addressed questions from the Committee. (Attachment 5)
