Short Title
Property tax lid; requiring cities and counties to publish notice of budget increase; election requirements.

Scott Wells, Assistant Revisor provided an overview on HB2376 noting the bill makes a number of changes in relation to the tax lid law. The city or county would be allowed to approve a budget more than what is allowed under the lid. The budget would become effective if notices are published in the official newspaper. A election then would be required only if a petition is submitted and signed by voters equal to 10% or more of the total vote cast in the city or county in the last general election for the office of the President of the United States. The petition must be filed with city or county clerks within 21 days of the notice being published.
Mr. Wells stood for questions from the Committee.
Roger Hamm, Department of Revenue stated the fiscal note for HB2376 reports there would be no effect to the state revenues.
